Learner Changes for 4.37

The following change has been made to the Learner module for 4.37:

The Fees Free screen has been added for users with the Manage Fees Free Eligibility role (in the ebs: central Apps/ Enqs/ Enrols group) where you can manage the Fees Free eligibility status for a learner.
